Get a paper plate and cut some holes in it.
Find your Sunday comics or a colorful magazine. Cut some strips (sort of skinny) and curl them with some scissors. Then glue them on to the mask.

Brown paper bag. Cut up strips of newspaper for wild ';hair';. Glue or tape them to top of bag. Cut out eyeholes. Color on scars, etc.
